Prabowo Signs New Decree, Caps Ride-Hailing Commission Fees at 10 Percent

President Prabowo Subianto has sharply criticized the excessively high application fees levied on online motorcycle taxi (ojol) drivers. He unequivocally stated that this situation is fundamentally unfair, especially considering these drivers are the ones diligently working and directly engaged on the ground.

According to Prabowo, the current deduction rates, which can be as high as 20 percent imposed by app companies, are simply too substantial. He believes such high percentages disproportionately impact the hardworking drivers.

“Online motorcycle taxi drivers, who put their lives on the line every day, are asked by app companies to hand over 20 percent. How can ojol drivers agree to 20 percent?” Prabowo questioned during his address at the International Labor Day (May Day) commemoration held at Monas Field in Central Jakarta on Friday (1/5).

Prabowo further challenged the fairness of these policies directly to the gathered labor masses, seeking their consensus on what would be a reasonable deduction.

“What about 15 percent, how much? 10 percent, do you demand 10 percent?” he probed, implicitly suggesting a much lower figure as an acceptable rate.

Emphasizing his firm stance, Prabowo asserted that any deduction imposed on drivers ought to be significantly less than 10 percent.

“I state here, I do not agree with 10 percent; it must be under 10 percent,” Prabowo declared, underscoring his commitment to securing fairer terms for these workers.

He also highlighted the stark imbalance between the strenuous efforts exerted by the drivers and the substantial profits reaped by the companies providing the platform services.

“It’s preposterous; you put in the sweat, and they pocket the earnings,” he remarked, expressing his indignation over the existing disparity.

Furthermore, Prabowo issued a stern warning to all app companies, urging them to comply with these proposed new regulations. Should they fail to adhere to these terms, he made it clear that they would be unwelcome to continue their operations in Indonesia.

“If you don’t want to follow our rules, then don’t operate in Indonesia,” he asserted unequivocally, signaling a strong stance from the government.

During the same occasion, Prabowo officially announced that he had signed Presidential Regulation (Perpres) Number 27 of 2026 concerning the Protection of Online Transportation Workers. This landmark regulation, he explained, is designed to cap the deductions levied by app companies on their driver-partners at a maximum of 8 percent.

“This new rule specifically adjusts the income distribution, shifting from the current 80 percent share for drivers to a more equitable arrangement where drivers will receive at least 92 percent of the earnings,” he concluded, detailing the significant positive impact this regulation is set to have on the livelihoods of online transportation workers.

Summary

President Prabowo Subianto has signed Presidential Regulation Number 27 of 2026 to enhance the protection of online transportation workers. This decree officially caps the commission fees that application companies can levy on drivers at a maximum of 8 percent. Previously, these fees often reached 20 percent, a rate the President criticized as fundamentally unfair to the drivers.

Under the new regulation, driver-partners will now receive at least 92 percent of their total earnings, significantly improving their income distribution. Prabowo emphasized that these changes are necessary to ensure equity for workers who face high daily risks on the road. He also warned that companies failing to comply with these new rules will be prohibited from operating within Indonesia.
