
UNIVERSITAS Indonesia (UI) has implemented progressive sanctions against 15 individuals identified as perpetrators of sexual violence within the Faculty of Law. These measures follow a thorough campus investigation, as stipulated in UI Rector Decrees Number 504/SK/R/UI/2026 through 519/SK/R/UI/2026.
These significant decisions are a direct outcome of investigations and recommendations put forth by UI’s Task Force for the Prevention and Handling of Sexual Violence (Satgas PPK), collaborating with an expert team established under Rector Decree Number 360/SK/R/UI/2026. This collaborative effort underscores the university’s commitment to a robust and informed response.
Erwin Agustian Panigoro, UI’s Director of Public Relations, Media, Government, and International Affairs, clarified that the tiered sanctions were imposed after carefully considering the nature of each violation, its severity, and the degree of involvement of each individual, all rigorously proven through the examination process.
“The framework for these sanctions is aligned with Ministerial Regulations and Rector Regulations, encompassing administrative penalties, academic suspension, and even dismissal as a student,” Erwin stated in a written release on Tuesday, June 2, 2026, highlighting the comprehensive legal basis for the university’s actions.
Based on the investigation, 15 out of 16 reported individuals were found to have committed violations. Specifically, three individuals received academic suspension for three semesters, seven were suspended for two semesters, and four faced a one-semester suspension. One individual was given a minor administrative sanction in accordance with applicable regulations, while another was cleared of any wrongdoing following a comprehensive evaluation of all available evidence, demonstrating the fairness of the process.
Beyond academic suspension, the individuals found in violation are also mandated to undergo psychological counseling and participate in anti-sexual violence courses. This proactive approach aims to prevent recurrence and foster a culture of respect. Erwin emphasized that every decision made is firmly rooted in compelling evidence and adherence to existing regulations.
“UI handles every report of violence with seriousness, fairness, and a victim-centric approach. The sanctions imposed are based on the results of a comprehensive investigation, along with the recommendations from the Satgas PPK and the Expert Team, ensuring that the level of sanction is proportional to the proven violation,” he affirmed, reiterating the university’s principled stance.
UI steadfastly asserts that the enforcement of anti-violence regulations is applied consistently to all proven violations, without regard to status, position, faculty, or background of those involved. All reports are processed meticulously based on prevailing regulations and objective investigations, ensuring that every decision is fully accountable and transparent.
From the moment a report is received, UI’s Satgas PPK embarks on a series of rigorous handling stages. These include receiving and verifying reports, examining victims, witnesses, and the accused, meticulously collecting and delving into evidence, conducting additional assessments, and finally, discussing investigation findings in internal meetings to formulate recommendations. This entire comprehensive process forms the foundation for the university leadership’s final decisions.
UI is deeply committed to continuously accompanying and protecting victims throughout and after the handling process. This includes ensuring the availability of recovery services and guaranteeing the academic rights of victims. Concurrently, UI is strengthening its prevention measures across all campus environments to avert similar incidents and ensure that every member of the UI community can learn and work in a safe and secure setting.
“The handling of this case is not an end in itself, but rather an integral part of UI’s ongoing efforts to build a campus environment that is safe and free from violence. Our primary focus remains on victim recovery and prevention, ensuring that every UI citizen is protected,” Erwin further elaborated, highlighting the long-term vision.
He also stated that the handling of this case strictly adhered to applicable provisions, referencing Ministerial Regulation of Education, Culture, Research, and Technology Number 55 of 2024, as well as UI Rector Regulation Number 37 of 2025 concerning the Prevention and Handling of Violence within Universitas Indonesia.
